Request for Proposals (RFP) WHOI RFP # WHOI 01-21-2011 – Wire Following Profiler (OOI) – CLOSED

Woods Hole Oceanographic Institution (WHOI) has been selected as the Implementing Organization for the Coastal and Global Scale Nodes (CGSN) part of the Ocean Observatories Initiative (OOI.) Summarized on the web at the WHOI/Ocean Observatories Initiative, OOI is a National Science Foundation funded project to build and maintain ocean observatories for sustained presence at multiple sites. CGSN is one part of the OOI system of systems.

WHOI works with partners Oregon State University (OSU), Scripps Institution of Oceanography (SIO) and Raytheon Company to form the CGSN team. We are soliciting proposals for procurement of Coastal and Global Wire Following Profilers. Depending on performance and funding, the award could include Non-recurring Engineering, First Article Build and Test, Production and Accessories for these items.

The NSF funding is specifically defined as part of Major Research Equipment and Facility Construction (MREFC.) As such, the award carries specific requirements that flow down differently from WHOI’s customary requirements you may be familiar with. Furthermore, the first part of the work could include America Recovery and Reinvestment Act (ARRA) funding and the corresponding terms and conditions. Please note these requirements when planning your response.

The attached solicitation package (below) defines the scope of work, the schedule for the work as well as the schedule and scope of the proposal. To receive consideration, please provide a statement of interest via e-mail to the Contracting Officer no later than 5 PM EDT, January 28, 2011. All administrative and technical questions are to be directed via e-mail no later than February 8, 2011 to the Contracting Officer as well. The CGSN Team will respond via e-mail to your questions no later than February15, 2011. Contact made outside of this channel of communications to members of the CGSN team will be considered in violation of the intent of the RFP process and will be reflected in the RFP review.
